Amy Rolfes, St. Joseph County’s Republican Clerk, recently took the national stage at the highly attended State Certification Testing of Election Systems National Conference (SCTESNC) in Washington, D.C. Rolfes and her Chief Deputy Clerk Trisha Carrico co-presented “Building Public Trust Through the Post-Election Audit.”


The conference, hosted by the U.S. Election Assistance Commission (EAC), highlighted pre-election testing, election security, and the role of post-election audits in reinforcing voter confidence. Speakers included representatives from the Texas and California Secretaries of State's Office, as well as Charles Stewart III from MIT and Lia Merivaki from Georgetown University. The event saw a record-breaking turnout, reflecting the increased focus on election integrity nationwide.


Indiana Secretary of State Diego Morales, who also delivered opening remarks at the conference, praised Rolfes and her presentation, stating, “Amy Rolfes is doing a great job. I am so proud to work alongside Amy. She is doing an amazing job as the County Clerk in St. Joseph County. And she gave a great presentation... hats off to Amy.”

Why 99 Percent Confidence Matters

During the presentation, Rolfes and Carrico emphasized the significance of St. Joseph County's 2024 post-election audit, which achieved a 99% confidence level. This remarkable score, the highest attainable without a full hand recount, serves as a benchmark of election accuracy and transparency. The audit not only verified the integrity of the election but also demonstrated the efficacy of the processes and procedures outlined by Indiana’s robust election code.


Rolfes explained, “The post-election audit is the mechanism that can build public trust because the public is invited to participate in the audit. They see exactly how the audit is done by comparing the voted paper ballots to what the electronic voting machines have recorded. And it is this process that can build public trust because it's so transparent...”

Turning Challenges Into Trust

Rolfes, a republican who assumed office in 2023 amid voter skepticism following past democratic controversies, highlighted how transparency and adherence to Indiana’s election code have been central to regaining public trust. “We voluntarily participated in the audit process and exceeded state standards at every step,” Rolfes noted. The detailed audit required election teams to randomly sample thousands of ballots and verify results through a transparent process open to public observation.

The results were so well-executed that VSTOP (Voting System Technical Oversight Program) completed the audit in just one day instead of the expected two days, marking St. Joseph County’s audit as one of the most efficient and organized on record.


When asked if Rolfes planned on participating in an audit again in the future, Rolfes replied: “Yes, absolutely! We definitely will volunteer for another post-election audit at some point.”


Thanks to republican leaders like Amy Rolfes, St. Joseph County is not simply meeting election security standards; it is setting them.
